- Judge Owens is a native of Charlotte and a proud member of the West Charlotte High School Class of 1985 and of the West Charlotte Marching Lions.
- Judge Owens graduated with a B.A. in Political Science from the University of North Carolina at Chapel Hill in 1989.
- Judge Owens earned his J.D. from the University of Georgia School of Law in 1994.
- Judge Owens and his wife, Kimberly, have been married since 1995 and are the proud parents of three growing boys: Greyson, age 7, and identical twins, Hayden and Cooper, age 5, all of whom are students at Olde Providence Elementary School.
- Judge Owens is an active member of the Rotary Club of Charlotte, hosting a Rotary Exchange Student from Belgium in 2004-2005. Judge Owens also participates in Y-Guides with his three sons.
- Judge Owens has volunteered his time to Crisis Assistance and the Humane Society. He also has been a youth baseball instructor and soccer coach.
- In his free time, Judge Owens enjoys snow skiing, playing softball in the Mecklenburg County Bar league, and spending time with his wife and boys at the beach and in the mountains.
- An avid sports enthusiast, Judge Owens enjoys watching professional baseball, basketball and football.

Judge Owens' Views on our Judicial System and Public Service

Prior to my years of service as a District Court judge, I practiced for 10 years in our District Courts. As an attorney, I had the opportunity to represent folks from all walks of life here in Mecklenburg County, from corporate executives who work on the top floors of our tallest towers, to lost souls who find themselves living in the shadows of those very same buildings. One thing I have learned about the wide cross-section of our population, is that no matter how rich, how poor or whatever their personal circumstances may be, these seemingly very different people are very much the same--they just want to be listened to, be treated with respect and be given a fair day in court. As a District Court judge, I have worked tirelessly to foster and maintain an atmosphere of civility and professionalism in the courtroom and to promote justice efficiently and compassionately.
As an attorney, I helped a great many individuals in numerous ways, but as a judge I have ensured that rights are honored and that justice is done for a far greater number of real people with real needs. District Court honestly is where the law meets the people and, as someone who grew up here, I chose to demonstrate my love of this community by serving as a District Court judge and making sure that all of the people of Mecklenburg County receive the full benefit of the law to which they are entitled. I can think of no better way to show my thanks to the community that has given me so many opportunities over the course of my lifetime, than to dedicate myself to ensuring that the law actually delivers the order that all citizens of Mecklenburg County expect and deserve.
The reputation I have earned both as an attorney and as a jurist, for having a strong knowledge of the law, for delivering justice with the highest of ethical standards, for being firm, yet fair and open-minded, and for treating everyone with respect and dignity means a great deal to me. Having lived in Mecklenburg County my entire life, the opportunity to bring justice, fairness and compassion to the people through service as a District Court judge has given me the greatest satisfaction of my career. It is my fervent desire to continue my service to this great county in the ever vigilant pursuit of justice, with that same dedication, dignity and respect that I have demonstrated over the years as a District Court judge.
One of the things the people of Mecklenburg County want and need are judges who will apply the established law, regardless of how unpopular or uncomfortable the decisions may be, instead of trying to make the law fit the results that they would like to see. Any average person knows full well that you have no real chance of achieving law and order if the judges themselves do not consistently and unwaveringly apply the law the same way in every case, without favor or prejudice to anyone or any group. When judges ignore the law, the law loses its credibility and its meaning. I will continue my daily effort to restore our community's faith in the courts by applying the law consistently and even-handedly to all.
The people of the community look to our courts for service and protection. From holding parents responsible for taking care of their children, to requiring rehabilitative treatment for individuals with substance problems, to removing individuals from the community and confining them in corrections facilities when the safety and peace of our citizens demands it, our courts must be accessible to all those who seek the assistance of our laws and must take every opportunity to ensure that justice is done. Because our District Courts can affect the lives of so many people in vast ways, the importance of the courts serving the good of the community cannot be overstated and our courts must retain judges with a demonstrated ability to address the needs of the people.
